Abolition of Rossvyaznadzor

2007-03-21

The Federal Service on the Supervision of Communications (Rossvyaznadzor) has ceased to exist. The regulator has been merged with another – the Federal Service on the Supervision of the Mass Media and the Protection of Cultural Inheritance. As a result, a new regulator has been created with the responsibilities of the previous two. It will, in particular, be in charge of radio frequencies. The head of the new body has not yet been named but may be one of the chiefs of the pre-existing services.
The new regulator emerged as a result of the activities of the Commission on Television and Radio broadcasting, which was created almost a year ago. However, the outcome came as a surprise to most players on the telecoms market. Experts find it difficult to predict what this change means for the telecoms market. A common opinion is, however, that the new approach will require changes in telecoms legislation.
